Abstract

The presentation will examine the latest guidance emanating from Scotland and England in relation to dealing with complex and large planning applications.  Specifically it will look at the ATLAS (Advisory Team for Large Applications) guide that has recently been published on the web and will look at how this could be useful in Scotland.  It will also consider the use of processing agreements (planning performance agreements in England) and how successful these might become in fast-tracking applications and reducing areas of conflict between developers and local authorities. Other changes to the system for processing major planning applications set out in the new Planning Act will also be referred to and the pro and cons of these considered.  Finally through the use of examples from the West of Scotland ideas will be put forward as show how developers and local authorities could improve the submission and processing of major planning applications and avoid the traps that many applications fall into.

Speaker: Paul Houghton, Turley Associates

Paul Houghton has over 20 years planning experience working in both the public and private sectors.  He started off in local government in England ending up as a Principal Appeals Officer dealing with public inquiries and hearings on behalf of a district council.  He followed this by working as a planning consultant in Oxford before moving to Scotland in 2001.  Following stints at Ryden and in housebuilding with Redrow Homes, Paul joined Turley Associates in 2004 to run their Glasgow office.  Over the years Paul has dealt with numerous major planning applications and most recently has been the lead consultant on a number of major developments in the West of Scotland. Recent projects Paul has been involved with include applications at Belvidere Hospital, Glasgow, Hawkhead Hospital, Paisley and Ardyne Point, Cowal Peninsular.
