An overview of Scottish Planning Policy 3 - Planning for HomesDate: Thursday, 27th November 2008 Programme Abstract The Scottish Government is committed to the goal of raising the rate of new housebuilding to 35,000 new homes a year by the middle of the next decade. Planning has a central role in achieving this through the identification of sufficient land to support an increased supply of the right homes in the right places, and the revised SPP 3 will be a key element of this This seminar will set out the key elements and principles of the revised SPP 3. It will consider the policy determinants for the review, and set these against various frameworks, including the modernisation of the planning system and the Scottish Government’s housing vision. The main changes to the revised SPP 3 will be highlighted, particularly the renewed emphasis given to links between SPP 3 and the development plan system, and to the local housing strategy and housing need and demand assessment process. The seminar will consider the intended operation of the revised SPP3 and its anticipated effect.
