Community Engagement in line with Development Management Regulations

The current development control system is under review and a revised system will come into play in 2009, with the introduction of Development Management Regulations. The aim of the proposed revisions to the planning system is to clearly define how different types of development should be dealt with and to clarify who should be involved in the process, including the decision making process. The revised planning system is hoped to streamline the process. Development Management Regulations and related secondary legislation should be in place by the end of 2008 for commencement with the relevant provisions of the Planning Etc. (Scotland) Act 2006 beginning in early 2009.

There will be implications for major planning applications and the level and timing of community engagement through the implementation of this revised system. This seminar will concentrate on the changes to the community engagement requirements and will cover:

  • Pre-application requirements;
  • What sites require Pre-application Consultation;
  • Available Guidance;
  • Who to engage; and
  • Techniques for engagement.

Speaker: Elaine Troup, Turley Associates

Elaine Troup, a qualified architect and now Senior Urban Designer for Turley Associates, has a wealth of experience focussing on masterplanning, regeneration and community engagement. She started her career working as an assistant architect for a private practice in Glasgow before completing a Masters in Urban Design at the University of Strathclyde.  This was followed by joining the Turley Associates team in late 2004.  Over the years Elaine has been involved with numerous urban design and masterplanning projects ranging from town centre brownfield sites to an array of coastal developments. Most recently she has been involved in the masterplanning of a former oil rig fabrication yard on the Cowal Peninsula, Belvidere Hospital site in the East End of Glasgow and the planning framework for the National Indoor Sports Arena in Dalmarnock. Elaine is a committee member of the Central Scotland branch of Women in Property and sits on the judging panel for The Herald Property Awards 2008.
